Do not reject the person. Redesign the plan.

Money is only one resource. Sometimes the right next step is capital. Sometimes it is a customer, an operator, training, equipment, a smaller experiment, or the decision not to spend another dollar yet. A financial institution should be good at knowing the difference.

When something goes wrong, diagnose before you punish.

A missed milestone is a signal. Before treating a person as the problem, understand what changed. Was the assumption wrong? Did income disappear? Does the plan need another person? Should the project stop? The goal is not to remove accountability. The goal is to make accountability intelligent.
